Could this grainy blur be a ghost caught on film?

The image, of a woman writing on pad was taken by a security camera in a locked office in a US court room.

Court official Barbara Jones identified it as a ghost and alerted security guards. But on entering the room they walked straight through the image.

The building, the Lincoln County Court in North Carolina, has a haunted history.

Some workers think the image could have been a reflection, but a reflection of what?  Surely the security guards would have seen who the reflection was coming from.

Could this be the ghost of a diligent lawmaker who would not even let death keep her from where she belonged? 

The jury is still out.
